L'orient le jour - Rizk : Le futur président aura pour tâche de gérer le fonctionnement du tribunal international, 30 Juillet 2007.

Le ministre de la Justice, Charles Rizk, a estimé qu’un président d’entente sera celui qui est « porteur d’une vision et d’un programme, dont il essaye de convaincre la communauté internationale et les acteurs régionaux ». Dans un entretien accordé à la Voix du Liban, le ministre a défini une sorte d’ordre du jour du futur chef d’État, qu’il a résumé en trois points : – Assurer le suivi et la gestion du fonctionnement du tribunal international, « qui est une priorité nationale et un fait accompli auquel toutes les parties doivent s’adapter ».– Revitaliser le système politique libanais de manière à dépasser la mosaïque confessionnelle.– S’entendre sur l’identité réelle du peuple libanais. Est libanais tout individu porteur de la carte d’identité qu’il soit résident au Liban ou à l’étranger, ce qui entraîne des droits et obligations. Commentant la proposition consistant à élire un chef d’État pour une période déterminée, M. Rizk a indiqué : « Cette Constitution a suffisamment subi d’amendements à ce jour. » Prié de commenter la récente décision prise par le Conseil d’État au sujet des élections, le ministre a précisé qu’il s’agit d’une décision exclusivement juridique qui n’a rien à voir avec la politique. « Laissons au Conseil d’État le soin de prendre librement ses décisions », a-t-il dit en rappelant que sa tâche n’est pas de résoudre les conflits politiques.

On 13 December 2005 the Government of the Lebanese Republic requested the UN to establish a tribunal of an international character to try all those who are alleged responsible for the attack of 14 february 2005 that killed the former Lebanese Prime Minister Rafiq Hariri and 22 others. The United Nations and the Lebanese Republic consequently negotiated an agreement on the establishment of the Special Tribunal for Lebanon.
